Victims Services Division
The Victim Services Division of the Attorney General’s Office seeks to ensure that Kansas crime victims
- Are aware of their rights,
- Have their rights protected,
- Are aware of the services available to them, and
- Have access to quality services.
This division consists of the following units:
Crime Victim Compensation Board. This unit is responsible for:
- Awarding just compensation to the victims of crime for economic loss arising from criminally injurious conduct, and
- Obtaining additional funds to satisfy victims’ claims through the pursuit of subrogation rights, restitution, and fees from offenders, and
- Educating the public to improve methods of providing compensation to victims of crime.
Victim Advocacy Unit. This unit is responsible for:
- Providing statewide coordination of local crime victim and witness assistance programs,
- Providing assistance to individuals who have been the victims of crime and to witnesses of criminal conduct, and
- Educating the public, as well as legal and law enforcement professionals, to improve methods of providing assistance to victims of crime.
Amber Alert Unit. This unit is responsible for:
- Providing efficient and effective statewide coordination of local Amber Alert programs,
- Providing efficient and effective assistance to localities interested in developing Amber Alert programs,
- Coordinating the statewide Amber Alert Task Force and subcommittees,
- Collaborating with the Kansas Bureau of Investigation to maintain effective statewide activation of Amber Alerts,
- Providing crisis intervention services to family members, and
- Educating the public, as well as law enforcement professionals, to improve the Amber Alert response.
Victim Service Grants Unit. This unit administers state funded grants provided to a variety of victim service agencies located throughout the state. Child exchange visitation centers, child advocacy centers, domestic violence programs, sexual assault programs, and other crime victim service agencies are eligible to apply to one or more of the following funds:
- Protection From Abuse Fund,
- Crime Victim Assistance Fund,
- Child Crime Victim Assistance Fund,
- Child Advocacy Center Fund, and
- Child Visitation and Exchange Center Fund.
Kansas Child Death Review Board. This unit is responsible for:
- Providing a complete and accurate annual report to the Governor, Legislature, and public regarding child deaths in Kansas,
- Developing and improving written guidelines for coroners to use in identifying any suspicious child death,
- Developing and improving methods to ensure coordination and cooperation among all agencies concerned with child deaths,
- Developing and improving procedures for facilitating prosecution of perpetrators in the event it appears the cause of a child’s death is due to abuse or neglect, and
- Developing and improving strategies for preventing child deaths.
Domestic Violence Unit. This unit is responsible for:
- Developing training resources regarding best practice for law enforcement and prosecutors in domestic violence cases,
- Providing training for law enforcement and prosecutors,
- Prosecuting domestic violence cases,
- Collaborating with other statewide agencies to increase both victim safety and perpetrator accountability through effective systemic response, and
- Establishing certification of batterer intervention programs.
School-Based Policing Unit. This unit is responsible for:
- Protecting the public and preventing crime by assisting local communities and counties with their efforts to have school-based officers with increased competencies, and
- Serving as the primary liaison between law enforcement and public health for trainings designed to integrate law enforcement and public health in the event of a public health emergency.
Abuse, Neglect, and Exploitation Unit. This unit is responsible for:
- Receiving all confirmed and substantiated findings of abuse, neglect, or exploitation from the Department of Social and Rehabilitative Services, the Department on Aging, and the Department of Health and Environment
- Receiving all cases of suspected abuse, neglect, or exploitation in which such state agency were denied the opportunity to investigate,
- Collaborating with other statewide agencies as well as local law enforcement personnel, prosecutors, and protective services to ensure that abuse, neglect, and exploitation cases are given due consideration, and
- Providing a complete and accurate report to the legislature regarding the unit’s activities, investigations, and findings for the preceding fiscal year.
