Department of Criminal Justice

The Criminal Litigation Division advises and assists county and district attorneys and local law enforcement officials in the investigation and prosecution of criminal cases. In many instances, assistant attorneys general in the Criminal Litigation Division handle the direct prosecution of cases at the request of local prosecutors throughout the state. In addition, the Criminal Division receives complaints, investigates and prosecutes cases of child abuse and neglect in state institutions and youth centers.

The Abuse, Neglect and Exploitation Unit within the criminal division handles complaints of abuse, neglect and exploitation of children and adults with disabilities. They work with local law enforcement, Social and Rehabilitation Services, Kansas Department of Aging and the Kansas Department of Health and Environment to protect the most vulnerable.

The Crime Victims' Rights Program helps to ensure efficient and effective statewide coordination of local crime victim and witness assistance programs and direct assistance to crime victims and their families. The program also educates and trains the public, professionals and victim advocates on crime victims' rights. In addition, the program is responsible for administering numerous state and federal grant funds to local crime victim assistance programs.

The State Child Death Review Board examines trends and patterns in the deaths of children, from birth through 17 years of age, in order to identify risk factors. The board seeks to improve communication between state and local agencies regarding the actual cause of death, the investigation of suspicious deaths and system responses to child death. The State Child Death Review Board develops prevention strategies including community education.

The Crime Victims' Compensation Board provides victims with financial assistance for loss of earnings and out-of-pocket loss for injuries sustained as a direct result of violent crime. This includes reasonable medical care, mental health counseling or other services necessary as a result of the injury. In the event of the death of the victim, reasonable medical expenses and the partial cost of funeral, burial or cremation is reimbursable.

The Medicaid Fraud and Abuse Division investigates and prosecutes fraud committed by providers in the Medicaid program. The division also reviews complaints and pursues prosecution for the physical abuse or neglect of Medicaid recipients, or misappropriation of their private funds by programs receiving Medicaid funding.

The statewide Drug Abuse Resistance and Education (D.A.R.E.) office is responsible for training the D.A.R.E. officers who educate Kansas kids about the dangers of drug use and abuse. Since its beginning in 1983, the national D.A.R.E. program has been an active partnership between parents, schools and law enforcement. The program has grown to be the most popular and widely used drug prevention curriculum in the world, reaching more than 36 million students each year.
